Support Composite ML-DSA with a managed compositor

The algorithm primitive for Composite ML-DSA can be written in terms of the underlying algorithms for platforms that support ML-DSA but not composite ML-DSA.

The managed compositor is just an implementation detail of GenerateKey and the key import functions, and needs no public class other than CompositeMLDsa.
