CoreFX does not support SHA512256

Powershell's Get-FileHash does not support -Algorithm SHA512256 and I was directed to reopen this issue on CoreFX (see: PowerShell/PowerShell#3860 (comment))

Also, does full .NET Framework support the algorithm?

Full .NET does not support it. Neither does Windows at least via Cng: https://msdn.microsoft.com/en-us/library/windows/desktop/aa375534(v=vs.85).aspx.

Haven't checked support in OpenSsl or Apple crypto.

@bartonjs would likely have more background.

FWIW SHA-512/256 and related SHA-512/224 is part of FIPS 180-4.

@karelz Only blocking compatibility of file hashing on Windows versus hashing on Linux for checksum validation of downloaded releases from e.g. Microsoft/ChakraCore. We can go with an algorithm supported on all platforms but it would be nice if all algorithms were supported (SHA512/256 is better security than SHA256 with the same number of output bits -- and relatively short hashes are nicer for sharing and comparing file hashes.)

If this isn't actively blocking a scenario, I imagine we're going to have a very difficult time convincing the Microsoft crypto board to add support. Looks like OpenSSL supports SHA512/256, but I don't see any mention of support in Apple's docs.
