[mono] NOHANDLES macro should declare icalls the same way as HANDLES

Having one declare the icall automatically and the other requiring a separate declaration in a similarly named file has proven to be a point of confusing for multiple contributors. They should both work the same way, and ideally we would just have NOHANDLES generate the declaration and remove most of icall-decl.h.
