No, this issue caused by the #12996.

Test the sample app: DemoConsole in Ricardo WinForms Repo Issue_12830_Multi-Target_DemoConsole branch

If this is related to difference in HDPI support and can't be fixed in the test app, then we'll wait for a customer request before servicing it.
