I cannot reproduce it.

For instance, I set
"terminal.integrated.defaultProfile.windows": "Git Bash"

Then I open a JavaScript Debug Terminal.

$ ❯ echo $SHELL
/usr/bin/bash

Thanks for the response. I'm inclined to believe this behavior works as intended.

Making the change you suggested does open a bash terminal instead, and my setting for "terminal.integrated.defaultProfile.windows" was Powerhell.

I had thought this console was an interactive debugging console where you could run pure js, like DevTools has in Chrome and Edge, but it seems to be more geared towards running node.js tools instead.

If that is the case, then I think we are good.
