Improve terminal suggest configuration discoverability

Users have reported being surprised that Enter does not accept the suggestion. @Tyriar and I have chatted about how to fix this.

One idea is to emphasize our Configure action for the first X times the suggest widget is shown or when the suggest widget is shown for at least X seconds for the first time.

Another is to add a Learn More 🎁 action for the first X times the suggest widget is shown or when the suggest widget is shown for at least X seconds for the first time, which would link to rich documentation.

Feedback:

• People don't love how bright it is
• This looks like info, not a button
• We'll probably move forward with it as brightness is the point

• Look into doing a glowing border around Configure and see how that looks
• Try a "Learn about this feature" entry with the $(gift) codicon
• See how they look, if needed try gather more opinions from the team once we have some solid options for comparison
