Disable ALL Extensions ReleaseNote Popup

AFTER some extension update, they will open a new EditorTab to show their ReleaseNote, Could u please provide a config for this issue to DISABLED all ReleaseNote

That is due to an installed extension.

@51mydao extensions have to be able to open editors, and VS Code can't know what those editors will contain. So I don't think VS Code can prevent extensions from doing this. Users of an extension that behaves this way need to raise the issue with the extension developer and ask to be able to control the behaviour.

VSCode can detect the way of opening a tab? such as user.click or extension.self.open?
