workbench.secondarySideBar.defaultVisibility does not work well with new user data dir

I can see the setting properly applied via ExP

No experiment works for fresh starts, this is a known issue. For that reason @bhavyaus added a core ExP service that flips the coin without roundtrip.

Closing as designed for now, we will have to do something entirely different to make this work OOTB, but it overlaps with https://github.com/microsoft/vscode-copilot/issues/18401

@bpasero are you sure this is on ExP, and not your visibleInNewWorkspace code relying on some storageService state that is not there?

@isidorn keep in mind the setting requires you to open a folder or multi-root workspace, not an empty window, did you try that?

I tried that and the secondary sidebar remains hidden
