There is a new setting window.border on Windows that works with the Windows wide setting to set accent color:

• make sure custom title is enabled and not the native one (this is the default)
• verify that by default the VS Code window gets the accent color as border around it
• review window.border setting and try out all the possible values
• verify it works as you expect after restart
