Schedule downtime for OSX cluster upgrade

We need to upgrade the underlying cluster for OSX in order to support macos 14 and other features.

I'm hoping for some scheduling help so that this doesnt conflict with any crucial release dates.

I dont have access to tag this as Release-agenda, but that would be ideally where this is discussed.

Also, the downtime is likely around 4 hours, during which time we wont have osx testing or releases.

@ryanaslett could you propose a tentative date? If you can target a Friday, it's the most likely to not conflict with any release.

For an estimate of when the CI is the busiest during a day, I had this graph generated a few months ago (note that it's in CET): nodejs/node#56290 (comment)

I think contributors can survive with a 4 hour CI lockdown though, we've had embargo for weeks for security releases. I am not a releaser but it seems to me minor/patch release can afford a few hours of delay too if there aren't better options, but security releases can't.

The only available day is jul 3rd (the 2nd is no longer available), and thats basically a friday before a very long weekend for US folks. I'll be off grid camping, so, thats definintely not a good day if anything goes awry.

Would Monday July 7th work? They have a slot available at 10am PST(7PM CET). Wed the 9th is 6AM PST or 10AM PST (3PM or 7PM CET).

Wed the 9th would be the best IMO. There is a release scheduled on the 8th.
