How to reproduce the issue:

  1. noticed the list of headings is taller than my monitor
  2. scrolled on right side of page expecting to be able to scroll only the table of contents
  3. ToC stayed static, main page content scrolled

I have also noticed another issue, on tablet screens, the ToC is not visible on the left sidebar and since it is at the bottom of the page

FYI that this page https://nodejs.org/en/download/package-manager/all is going to be removed
