FINERACT-2311: Buy Down fee adjustment - Template API

Description

As part of creating a “Buy Down Fee Adjustment” transaction, the template call for this transaction should retrieve the maximum allowed amount:

Maximum allowed amount = “Buy Down Fee” transaction amount - total “Buy Down Fee adjustment” for the original transaction
