Error handling when no capacity is assigned to workspace

I was getting the following error but it was because it was a new workspace and I hadn't assigned a capacity to it - can we check for common issues like that and present a friendly error?

do we know it is because there is no capacity or is that info not returned from the API ?🤔

Info isn't returned from the API - it's just a 403... but maybe an internal function that checks that? Test-FabricWorkspaceCapacity that we could call before creating things that we know requires that?
