Non Programmer Question

Is it possible to get this up and running on a windows 10/11 computer without access to any programing tools? My main use case was for generating QR codes, that would be stored on paper media in a safe. The codes would represent a set of string characters that are being used to encrypt a file(s). Storage of the QR code would be much more convenient/reliable for recreating the string characters electronically. I know paper right haha...still the most reliable peace of technology available.

Not a programmer, so this may not be appropriate post for this project. Thanks in advance...
