Buddy build. Except test file changes, patch matches with upstream reference with little fuzzing. If significant backporting effort is not needed, then we can put the changes in test files as well else it is fine to ignore.

postgresql works on 5 years maintenance model as per https://www.postgresql.org/support/security/CVE-2025-4207/
Minor versions are released for each package once a fix for CVE is raised. For this CVE, 16.9 is minor version in 16 major version series release. Auto upgrade PR for upgrading minor version from 16.7 to 16.9 -> #13825. We will close this PR post validation of auto upgrade PR.
