Part of #699. Tested that a 128 VP with Guest VSM still boots.

Depends on microsoft/OHCL-Linux-Kernel#68, which came in through #1357

The changes here look fine to me - just needs the kernel PR to be merged, then this PR can pickup a new kernel release.

…rleave with a single write (#1358)

This is based on the legacy HCL's, but slightly modified to fit our
slightly different organization. Tested that a 128 VP TDX VM with VSM
still boots and shuts down cleanly.

Closes #699 together with #1325.
