These are being used only by the fallback MMIO code in `underhill_core`--don't bring `virt_mshv_vtl` or `UhPartition` into the matter.

These routines are being used only by the fallback MMIO code in
underhill_core, so make them available without needing a wholeHclinstance. This getsvirt_mshv_vtlandUhPartitionout of the path.
