Add swift language documentation

Now that the official swiftlang supported Swift extension is released on the marketplace (https://marketplace.visualstudio.com/items?itemName=swiftlang.swift-vscode), looking to add Swift language documentation.

Took mostly verbatim from the documentation already on swift.org:
