Add support for custom venv folders

Hello,
I updated to the environment manager. Unfortunately it only finds the global environments. It seem not to use "python.venvFolders" or "python.venvPath". I have a local path "C:\Development\Python\VirtualEnvironments\" with different environments. but I do not see these in the environment manager.

@spro1976 This is still in development, we don't yet support searching for envs in custom location. We do plan on adding this support soon.
