`"zenMode.hideActivityBar": false` conflicts when `workbench.activityBar.location` is not default

Steps to Reproduce:

1. (Optional, but cleaner for the reproduction steps) Create a temporary profile
2. Go into zen mode
3. IN THIS ORDER:
   Set "workbench.activityBar.location" to "top" or "bottom"
4. Set "zenMode.hideActivityBar": false

Two activity bars are displayed (with one being empty)

The description mentions that this only applies to the activity bar in its default position. Also, I'm not able to see duplicate activity bar. Are you asking for the hide activity bar setting to apply to all activity bar locations?

I've tried the exact steps and other variations and I was not able to reproduce this issue. Could you check the developer tools and see if there is any error being logged. You can run the command "Toggle Developer Tools"

I can reproduce them from a default profile in VSCode Web but can't test in VSCode native, do you think it conflicts?

I've tried the exact steps on the web with an empty profile and was not able to reproduce. Do you see an error in the console when you are able to reproduce it?

Thanks for the repo steps, I was able to reproduce. I've fixed the 2 activity bars issue for the time being. Meaning, zenMode.hideActivityBar will only apply when workbench.activityBar.location is not top or bottom.
