Terminal: Sticky scrolling kicks in with little content

1. Open a new terminal
2. Run clear

🐛 Sticky scroll kicks in and hides user input.

Get same issue when using fish shell in VSCode 1.100.0.
Worked fine in VSCode 1.99.3
This bug can be workarounded if terminal.integrated.stickyScroll.enabled is disabled
