Copilot Apply repeatedly failing in latest update

Major step backwards in the latest release. The Copilot Apply function is virtually unusable. it is deleting large amounts of unrelated code. It often goes through the routine of updating but no changes are made to page. The combination of these leaves lots of red deletions and no expected insertions.
