Current situation

Package message translation usually implies a workflow that is not fluent for package maintainers.
Maintainer should extract the new messages in a updated .po file, notify all translators to update their own .pot file, and compile them in the release.

Expected behavior

To lower the translation barrier for the maintainer, an helper should be included when mainainer use_release_issue() so that a checklist is provided.
The ordered steps helps maintainer to include up-to-date translation in the released package.
