[dashboard] Support to overwrite the _client_max_size of http request entity

What happened + What you expected to happen

We should support adjusting the max size of the request entity in the upload_package in job_head, some packages can easily exceed the default limit of 1m

Currently, we are facing the following issue:

    raise RuntimeError(
RuntimeError: Request failed with status code 413: Maximum request body size 104857600 exceeded, actual body size 104899799.

May we kindly inquire about the possibility of this feature being incorporated into future releases?
