Why are these changes needed?

Add release test for joins for Ray Data.

Related issue number

Checks

  • I've signed off every commit(by using the -s flag, i.e., git commit -s) in this PR.
  • I've run scripts/format.sh to lint the changes in this PR.

OOC how'd you land on 50?

Ran some experiments. If it was less than 50, ran into OOM, if it was more than that, the time required for scheduling the actors overtook the majority of the execution phase. So 50 partitions ended up being a tradeoff between the two options.
