Added First-Come, First-Served (FCFS) scheduling algorithm implementation

Description of Change

This adds a non-preemptive CPU scheduling algorithm implementation in C.
The algorithm queues processes in the order that they arrive in the ready queue.
The code calculates completion time, turnaround time, and waiting time for each process.
