Add minimal-os image config for arm64

Summary

minimal-os does not build for arm64 with the existing configuration because arm64 requires a bit more space due to differing installed package sizes. A new configuration is added instead of a simple one-line change to the existing configuration in the interest of backwards-compatibility in the pipelines.

Change Log

• Add minimal-os image config for arm64, which is different from the minimal-os image config for amd64 in that it only increases the max size from 500 to 600
