LICENSE.md vs COPYRIGHT.html

Most source files mention to check the license in COPYRIGHT.html file.

The repo also hosts a LICENSE.md file.

Finally, the *.html.* files at the root of the repo link to https://www.w3.org/copyright/document-license-2023/ which is yet another version.

So there are 3 different licenses mentioned and it is difficult to say which one really applies to what.

That's confusing. Could you please clarify ?
