Provide a mechanism for groups to indicate they will **not** meet at TPAC

Some groups do not meet at TPAC. There is no way currently to distinguish between groups that did not respond because they're still making up their mind and groups that already know that they will not meet at TPAC.

How about a distinct template to let us know you don't plan to attend TPAC? You could still enter the group name, and optionally provide rationale why you don't expect to meet.

Another option could be to add "zero" to the number of requested slots, but that seems like a worse UX.

We have implemented the distinct template solution.

The template was copied over to w3c/tpac-breakouts. The logic still needs to be adjusted to copy that file for group meetings events.
