fix: reduce the complexity of calculating route priority

What this PR does / why we need it:

The value of the priority is too large, which may cause the ADC to read the route configuration from apisix, due to the large value causing precision issues, thereby considering the same route to have changed, leading to continuous modification of the route_conf_version.
