constants module

Would be great to have a constants module similar to https://docs.python-telegram-bot.org/en/stable/telegram.constants.html, especially for things like ANONYMOUS_ADMIN

I was thinking about the ANONYMOUS_ADMIN_ID, but now that you've mentioned that it's better to use Message.sender_chat, maybe I don't actually need it
