Upgrade to angular v19 from v16

Description

This upgrade needs to be done gradually. one step at a time.

So plan for this is to update the UI one version at a time.

• upgrade to v17
• upgrade to v18
• upgrade to v19

also while upgrading it we need to update vmware-clarity UI from v15 to v17.9.0 (current latest version)
