New content: Accessibility guidelines for talks

I'd like to request a new page for the website: an "Accessibility guidelines for talks" available at https://www.djangoproject.com/accessibility/talk-guidelines/ .

The Accessibility Team has now published its Accessibility Statement , but I think it also makes sense for us to start documenting ways to "implement" it in different contexts. In this case, we want to provide resources for speakers at events like DjangoCon so that presentations can be made more accessible.

There's a draft currently published in https://www.djangoproject.com/accessibility/talk-guidelines/ -- any feedback is welcome 😄
