Webhook does not fire on repo rename

Description

When creating or deleting a repo, the webhook triggers as expected. The same happens when a branch is created, deleted, or even renamed. However, there is no webhook triggered when a repo is renamed.

Why do we need this? We track all files and repos in a "shadow" register/cache, and we handle all the actions that has to do with files or repos being added, deleted, renamed.
