latest outlines is 1.0.2, tgi has issue to work with the latest version

@sywangyi Can you share the command you ran to launch the server? To see the model, parameters you used and reproduce it on other devices

you could use any text-generate-launcher command to reproduce it, since it's import error, just rebuild the image without cache. it will pip install the latest outlines
