Promote provider-aws 1.31.7 artifacts

This PR promotes the Cloud Provider AWS release v1.31.7 artifacts from the k8s-staging-provider-aws bucket to the k8s-artifacts-prod bucket.

Artifacts were synced from:
gs://k8s-staging-provider-aws/releases/v1.31.7
Manifest generated using:
kpromo manifest files \
  --src=aws-provider-artifacts/v1.31.7 \
  --prefix=v1.31.7 > v1.31.7.yaml

This is part of the upstream CCM release process aligned with Kubernetes v1.31 release cycle.
