Port and integrate symbolic shape inference from ONNX Runtime as an analysis pass / feature

Another issue that is relevant is: enable shape-inference for ORT's custom ops (in the optimizer/rewriter, which currently uses onnx shape inference).

Is the above issue intended for the same purpose, or is it intended to enable the "symbolic" part? Wondering if we should create a separate issue or not (for issue I mention).

I created the issue thinking we may be able to absorb the symbolic shape inference tool from onnxruntime as a pass. We may be able to enable shape inference for ort ops via the same route?
