Documentation of the Release Process is Needed

We need a formalized process of release and document it.

**Describe the solution you'd like**
1. Decide on change log format, may it be linkage to issue or PR for each changes in the release.
2. Document on the process of the release, e.g. CI check/changelog/personnel of contact for release.
