Rationale

To make it easy for specs to justify their tradeoffs in terms of the W3C's agreed ethical principles. This will generally be section references as (this version of) the EWP doesn't define any terms.

the EWP doesn't define any terms

The spec exports the headings themselves as definitions. That's OK but ReSpec seems to add the section number it generates in the final <dfn>. The resulting exported definitions would be somewhat unusable with the section numbers. I'll look into improving the dfns extraction first not to capture the section number.
