I was thinking of adding the spec directly, but it still falls into the "how to"/guidelines category: it does not define new vocabularies but describes how existing ones may be combined for a particular goal. That's less directly in scope for browser-specs. The spec could be added if requested, e.g., for cross-referencing reasons.
