3.2: reference RFC 9110 instead of RFCs 7230, 7231, and 7235 #4380

Fixes #3800

RFC9110 obsoletes RFCs 7230, 7231, 7235 (plus others that we don't reference).

Tick one of the following options:

  • schema changes are included in this pull request
  • schema changes are needed for this pull request but not done yet
  • no schema changes are needed for this pull request

I'll bring it up in the coming meeting as well but specification changes require two TSC approvals before merging
