Does custom training support setting parameters such as step and learning rate?

Hi，I have another question about the mode. Can I customize the parameters such as steps and learning rate during training? Because one of my custom models can converge focal loss to around 0.0002, but the same loss function and number of epochs cannot produce similar results on this model code. I hope to get your help.
