Setup Codacy #18

Description

@inverse

Codacy could be setup as a way to track code quality over time as well as push coverage metrics.

Unfortunately this is something you'll have to do as the repository owner since I have no permissions, but I can help with setting up the CI side of things to push coverage data.

I'm looking into it, and I'm kinda iffy on the permissions Codacy requires. GitHub apparently grants it the ability to literally act on my behalf...

You should be able to limit the scope to this repository. It installs itself as an application.

If you don't feel comfortable that's alright. There are others such as codecov.
