Support GitHub style quick_pull query parameters for pull requests

Feature Description

Gitea supports title and body query parameters for new issues, but there seems to be no equivalent functionality for PRs.

It would be very nice if Gitea could support the same query-parameters as Github: https://docs.github.com/en/pull-requests/collaborating-with-pull-requests/proposing-changes-to-your-work-with-pull-requests/using-query-parameters-to-create-a-pull-request (or at least the quick_pull, title and body parameters)

There is a expand=1 in Gitea 1.24 like GitHub, it also opens the "New PR" form

If it's okay, I'd like to work on this feature. I have already made it work locally by passing title and body as query parameters to the compare page and seeing them reflected in the PR form.

If your code works and is clean it is always alright to open a PR against any project.
