object hook filter declaration has performance advantages esp. in rolldown but also in vite.

refactor current filter builder to add filters to hooks using the same user inputs, try to keep this non-breaking

implemented but breaking due to how include filtering works with object hook filters. if this turns out too much of an issue, investigate if we either bring back js filtering for this case or investigate more complex regex (eg negative lookbehind excludes to ensure includes have the right ext)
