Add a language translator feature.

Seeing that we have people from around the world contributing and visiting this project, for convenience sake, a language button should be added to the top of the page (navbar) where visitors and future contributors can opt to translate the website for diversity and to improve accessibility.
I would like to be assigned to this issue and implement this.
