[Feat]: Show Toolbar on Table component when there is an Empty Table #1627

Is your feature request related to a problem? Please describe.
This feature is from UX perspective. A User has shared a scenario where if all the Columns of a Table are de-selected, then we are showing an Empty Table. But, there is no option to revert back to select some Columns of the Table. So, on de-selecting all the columns of the Table, we should show the Toolbar on Empty table, so that User can select back some columns from Column Visibility feature.
