Moderator ability to create ticket with user

Sometimes as a moderator team we are having an issue with a user and want to start a modmail thread with them for anonymity or transparency with the mod team.

Describe the solution you'd like

A command to create a modmail ticket with a user other than ones self.

Does your solution involve any of the following?

• Logviewer
• New config option

Describe alternatives you've considered

Asking user to message modmail to accomplish the same end, can be seen as aggressive or users can get defencive, and they may just discuss the issue there and then instead of creating the ticket.
