Unable to add identity file to agent with confirmation flag

"OpenSSH for Windows" version
7.7.2.1 - This is from the regular ssh command, I don't have the sshd running because I only use the client

Server OperatingSystem
N/A - This is a local issue

Client OperatingSystem
Windows 10 Home

What is failing
I'm unable to add my identity file with the -c flag. Adding it without the flag is not a problem.

Expected output
Identity added: C:\Users\*snip*/.ssh/id_rsa (C:\Users\*snip*/.ssh/id_rsa)

Actual output
Could not add identity "C:\Users\*snip*/.ssh/id_rsa": communication with agent failed

This is currently not supported with Windows version of ssh-agent
