adaptive merge sort and stalin sort addition in sorting algorithms 

### Feature description

I would like to add adaptive merge sort and stalin sort which are the different types of sorting in python and sometimes are helpful.
Kindly assign me the issue and check the PR:#11989 and PR:#11993
